Those little sphere shaped cups in your mulch are called Bird's Nest Fungus. The fungus is found mostly in mulch and decaying wood. It won't harm your surrounding plants so no need to panic. It's just nature doing its job.
Just till it and add another layer of fresh natural mulch.
